Assessor

The Assessor is charged with several administrative and statutory duties. The primary duty and responsibility is to assess all real property within the Assessor's jurisdiction except that which is otherwise provided by law. This would include residential, commercial, industrial, and agricultural classes of property.

ANNOUNCEMENT FROM ASSESSOR’S OFFICE 2/29/2024:

Properties in the cities of Rake, Scarville & Thompson along with rural improved properties were reviewed for the 2024 assessment.  There were also other various properties throughout the county where we observed changes.  Any properties that had value changes will be receiving a notice of assessed value mailed no later than April 1, 2024. 

Assessments are required to be the 100% fair market value of the property (unless otherwise provided by the Code of Iowa) in its condition as of January 1st.  This is the amount established by the assessor’s office before application of the state rollback factor.  The 2024 assessed value will be the basis of your tax bill in the fall of 2025 - spring of 2026. 

If you are not satisfied that the foregoing assessment is correct, you may contact the assessor on or after April 2, to and including April 25 of the year of assessment to request an informal review of the assessment pursuant to section 441.30.  It may be beneficial to review the 2023 sales lists located on the county website prior to contacting the assessor’s office to see what other local properties have sold for. Sales lists can be found here:  Sales List - Assessor - Winnebago County, Iowa (winnebagocountyiowa.gov)When you call, please be prepared to review & verify the property data that is on file with our staff to ensure accuracy.  In many cases, issues can be easily resolved in this manner. 

If you are still not satisfied that the forgoing assessment is correct after the informal review, you may file a protest against such assessment with the Board of Review on or after April 2, to and including April 30 of the year of the assessment.  Such protest shall be confined to the grounds specified in Section 441.37, Code of Iowa.
